Lingering dry surface air will limit the rainfall amounts on Thursday, increasing concern for lightning ignitions. The National Weather Service in Pendleton has issued a Red Flag Warning for abundant lightning, which is in effect from 1 PM to 9 PM PDT Thursday. * AFFECTED AREA...Fire Weather Zones 700 Central Mountains of Oregon and 705 Southern Deschutes National Forest. * TIMING...From 1 PM to 9 PM PDT Thursday. * IMPACTS...Any fire that develops will catch and spread quickly. Outdoor burning is not recommended. * THUNDERSTORMS...Scattered coverage with abundant lightning. * OUTFLOW WINDS...Gusty erratic winds up to 40 mph. At 408 PM MDT, Doppler radar indicated that thunderstorms producing heavy rain in the San Mateo Mountains west of Bosque Del Apache had ended, but light was persisting. Between 2.5 and 3.5 inches of rain have fallen. Additional rainfall amounts up to 0.25 inches are possible in the warned area. Flash flooding is ongoing or expected to begin shortly. HAZARD...Flash flooding caused by thunderstorms. SOURCE...Radar indicated. IMPACT...Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas. Some locations that will experience flash flooding include... Mainly rural areas of Southwestern Socorro County. New Mexico road 107 west of Interstate 25 may become inundated with fast flowing water and should be avoided. Safety instructions: Both localized and distant heavy rainfall will create sudden and dangerous flows in arroyos and over low water crossings. Turn around don't drown!
