    在国务院新闻办公室今天(23日)举行的“开局起步‘十五五’”系列主题新闻发布会上,教育部基础教育司司长田祖荫介绍,“十五五”时期,针对基础教育高质量发展将重点抓好以下工作。 一是锚定“新目标”,加快构建公平优质的基础教育体系。坚持公益属性,推进基础教育均衡发展,让教育改革成果更多更公平地惠及全体人民。学前教育突出优质普惠,加大公办幼儿园学位供给。义务教育突出优质均衡,缩小城乡、区域、校际、群体差距。高中阶段教育突出优质特色,深入实施县中振兴行动计划,建设一批综合高中、科学高中,促进普职融通。特殊教育突出优质融合,为每个孩子平等接受教育创造条件、提供保障。 二是实施“新计划”,让可及可感的民生实事温暖千家万户。实施基础教育“基点”计划,全面提升基础教育公共服务质量和水平。推动建设1000所以上的优质高中,满足高中达峰需求。实施新一轮义务教育能力提升项目,加快实现学校标准化建设全覆盖。依托现有资源加强孤独症儿童特殊教育资源中心建设,关心关爱孤独症儿童成长。加强校园数智安防建设,守护学校师生安全。 三是构建“新体制”,让优质教育资源在更大范围内实现共享。在“以县为主”基础上,进一步强化市级政府责任,建立健全“省级统筹、以县为主、市县结合”的管理体制。市级层面要强化指导管理职责,优化市域内学校规划布局,加大对财力薄弱县区的转移支付力度,跨县域调配教师资源,促进市域义务教育优质均衡发展,整体推进县中振兴、中考改革等工作。县级层面要压实管理责任,落实经费投入要求,均衡配置城乡教育资源。 四是推进“新布局”,让学位跟着人口走、资源跟着需求走。积极主动应对学龄人口梯次达峰带来的挑战,建立健全学龄人口监测预警机制,做好学位需求分析与教育资源余缺调配,扩大学龄人口净流入城镇和基础薄弱地区教育资源供给,加大完全中学、十二年一贯制学校建设力度,平急结合、远近兼顾,既保障平稳“渡峰”又避免“过峰”后闲置。同时,加强编制、师资统筹配置和保障,因地制宜推进小班化教学,更好地实现因材施教、关注个体成长。 五是落实“新要求”,让“强国一代”既长筋骨、又长精神。打牢青少年学生投身强国建设的思想根基。开展健康促进行动,教育引导学生养成健康生活方式,不是吃得胖胖的,而是长得壮壮的、练得棒棒的。坚持五育并举、全面发展,适应时代变化全面培养综合能力,引导学生主动学习、独立思考,从学会解题到学会发现问题、解决问题。更多资讯请下载央视新闻客户端
