Afghanistan - Rapid Household Assessments 2022

Following the change in authority in Afghanistan on 15 August 2021 and the resulting declaration of a Level 3 emergency, UNHCR introduced a rapid assessment methodology to quickly assess humanitarian and protection needs throughout the country as part of scale-up by UNHCR to respond to the unfolding crisis. The primary focus of the assessments were IDPs and IDP returnees who account for the majority of the households interviewed in these assessments. Nonetheless, as UNHCR takes a whole-of-community approach in its assistance programme, vulnerable host community members were also assessed, alongside a small number of refugee returnees, asylum seekers and refugees, as well as deported and spontaneous returnees under an area-based approach. The Rapid Household Assessments (RHAF) covers all 34 provinces with a population of 19.8 millions (Annual Statistical Report 2021).

    Serbia - Post-Distribution Monitoring of Cash-Based Interventions, July 2020

UNHCR Serbia CBI project provides targeted financial assistance to UNHCR's Population of concern (PoC) with monthly cash grants, with a view to address the most acute material needs of refugees and asylum seekers in private accommodation. The overall objective of the project is to ensure that PoC have sufficient basic and domestic items, through the delivery of monthly cash assistance meant to cover expenses helping them to settle and stabilize their life upon displacement. This assistance aims to support a longer-term self-reliance with a view to reduce vulnerability, including prevention of high-risk behaviour (survival sex, child labour…). Besides the regular monthly payments, the project covers for emergency needs as one-time cash payment. UNHCR provides CBI to the most vulnerable asylum seekers and refugees, through direct implementation. Current CBI SOPs were endorsed at the beginning of 2019. The CBI Committee, consisting of representatives of Durable Solutions, Protection and Programme Units decides on allocation, extension or withdrawal of cash assistance to each beneficiary. CBI is meant to help PoCs address their basic needs, including alternatives to camps. The SCRM pro…

    Global - GLIDE Disaster Events

GLIDEnumbers are GLobal unique IDEntifiers for Disasters. Each disaster is registered in a record that contains a GLIDEnumber that uniquely identifies it and allows information to be interoperable across multiple disaster information sources, both structured and textual. Accessing disaster information can be a time consuming and laborious task. Not only is data scattered but frequently identification of the disaster can be confusing in countries with many disaster events and across borders. To address both of these issues, Asian Disaster Reduction Center (ADRC) proposed a globally common Unique ID code for disasters. Among the institutions using actively GLIDEnumbers are UN-OCHA (ReliefWeb, FSCC, HDX), UNDRR, UNDP, WMO, IFRC, FAO, the European Commission and the Centre for Research on the Epidemiology of Disasters (CRED), among many others.

Lebanon - Vulnerability Assessment of Syrian Refugees in Lebanon, 2021

Ten years into the Syria conflict, Lebanon remains at the forefront of one of the worst humanitarian crises. The economic downturn, steep inflation, COVID-19 and finally the Beirut blast have pushed vulnerable communities in Lebanon - including Syrian refugees - to the brink, with thousands of families sinking further into poverty. The Government of Lebanon (GoL) estimates that the country hosts 1.5 million of the 6.6 million Syrians who have fled the conflict since 2011. The Syrian refugee population in Lebanon remains one of the largest concentration of refugees per capita in the world. The 2021 Vulnerability Assessment of Syrian Refugees in Lebanon (VASyR) was the ninth annual survey assessing the situation of Syrian refugees in Lebanon to identify changes and trends in their vulnerabilities. Considering the prolonged socio-economic status in Lebanon and COVID-19, it was crucial to provide needs-based estimates on Syrian refugees in the country. Since VASyR 2021 was one of the few assessments that were conducted face-to-face, the implementation was accompanied by a comprehensive protocol to ensure the safety of families and field workers. The criticality of conducting the VASyR…

Uganda - Internal Displacements Updates (IDU)

Conflict and disaster population movement (flows) data for Uganda. The **IDU (Internal Displacement Updates) dataset**, provided by the [Internal Displacement Monitoring Centre (IDMC)](https://www.internal-displacement.org/), offers timely event data and provisional information on new internal displacements caused by conflicts and disasters. Representing the most recent available information, the IDU is updated daily and focuses on "flows" (new displacements). Internally displaced persons (IDPs) are defined according to the [1998 Guiding Principles](https://www.internal-displacement.org/internal-displacement/guiding-principles-on-internal-displacement/) as people or groups of people who have been forced or obliged to flee or to leave their homes or places of habitual residence, in particular as a result of armed conflict, or to avoid the effects of armed conflict, situations of generalized violence, violations of human rights, or natural or human-made disasters and who have not crossed an international border. FAO Data in Emergencies Monitoring System (DIEM)

The Food and Agriculture Organization of the United Nations (FAO) has developed a monitoring system in 26 food crisis countries to better understand the impacts of various shocks on agricultural livelihoods, food security and local value chains. The Monitoring System consists of primary data collected from households on a periodic basis (more or less every four months, depending on seasonality). Data are collected through Computer-Assisted Telephone Interviews (CATI) and in-person surveys where the circumstances allow for field access. As the system is developed, the information collected and analyzed is being used to guide strategic decisions, to design programmes and to inform analytical processes such as the Integrated Phase Classification (IPC) and the Humanitarian Needs Overview (HNO). At the core of the system is a standardized household questionnaire administered to around 150,000 households per year across the 26 countries. Standardization permits comparisons across time and space, considerably enhancing the utility of the data for decision makers. At minimum the household data are representative at Admin 1 level (e.g. province, or region) and in frequent cases at Admin 2 l…

Lebanon - Vulnerability Assessment of Syrian Refugees in Lebanon, 2022

Eleven years into the Syrian conflict, Lebanon ranks the highest in per capita population of refugees in the world, with over 1.5 million displaced Syrians within its borders. Specifically, the Syrian refugee population in Lebanon remains one of the largest concentrations of refugees per capita in the world. A series of overlapping political, economic and social crises in Lebanon has underpinned the vastly growing level of need across populations in the country. On the macroeconomic front, at the beginning of July 2022 the World Bank downgraded Lebanon to a lower-middle-income country for the first time in 27 years, after Lebanon’s Gross Domestic Product (GDP) had decreased from $55 billion in 2018 to $20.5 billion in 2021.1 The Lebanese lira has continued to lose value in 2022, reaching exchange rates close to LBP 43,000 to the United States dollar in the informal market in December 2022. The country depends heavily on imports, paid for in dollars; fluctuations in exchange rates thus have significant impacts on the prices of goods and services in the country. Inflation is still on the rise: between October 2019 and the time of data collection in June 2022 the Consumer Price Index,…

    Pakistan - Post-Distribution Monitoring of Cash-Based Intervention, November 2020

THE CBI PDM Household Survey was conducted in Pakistan in November, 2020. UNCHR Pakistan has always been at the front line of dealing with the Afghan refugee crisis. In the wake of Covid-19 pandemic and its far lasting financial impacts, UNHCR Pakistan has rolled out an Emergency Cash Assistance Program to help refugees meet their basic needs and to mitigate harsh socio-economic impacts in the time of crises and countrywide lockdowns. UNHCR implemented a one-off emergency cash assistance to vulnerable refugee and asylum seeker families to help meet their basic needs including food, rent, and access to essential supplies and services. This large-scale cash distribution required an independent third-party post distribution monitoring (PDM) to confirm whether the beneficiaries have received their entitled cash payment and also to clarify the mode of utilization of cash, whether it has been shared, spent, or saved. UNHCR uses Post-Distribution Monitoring (PDM) as a mechanism to collect refugees' feedback on the quality, sufficiency, utilization and effectiveness of the assistance items they receive. The underlying principle behind the process is linked to accountability, as well as a c…

According to the Afghanistan Humanitarian Needs Overview 2023, 28.3 million people need humanitarian assistance with 9.7 million need Emergency Shelter and Non-Food Items (ES/NFI) assistance. The Rapid Assessment Mechanism (RAM) aims to provide a structured and standardized approach to identify and prioritize the population most in need of ES/NFI assistance as well as to inform allocations. Two rounds of data collection were completed in April and November 2022. In March April 10,900 interviews were conducted by 38 partners. In the following 2nd round, 8200 interviews were conducted. The survey covered 109 prioritised sites. 84% of surveyed households reported that they were unable to repair their shelter because of financial barriers. 81% reported not having sufficient winter clothes and 77% reported not having enough heating devices. Furthermore, 35% said they felt unsafe in their shelters.

    Kyrgyzstan - Post-Distribution Monitoring of Cash-Based Intervention, February 2021

THE CBI PDM Household Survey was conducted in Kyrgyzstan between February, to April, 2021. In the wake of the Covid-19 pandemic and its far lasting financial impacts, UNHCR Kyrgyzstan has rolled out an Emergency Cash Assistance Program to help refugees meet their basic needs and to mitigate harsh socio-economic impacts in the time of crisis and countrywide lockdowns. The CBI was rolled out in two rounds to all refugee and asylum seeker households to help meet their basic needs including food, rent, and access to essential supplies and services during Covid-19 restrictions. UNHCR uses Post-Distribution Monitoring (PDM) as a mechanism to collect refugees' feedback on the quality, sufficiency, utilization and effectiveness of the assistance items they receive. The underlying principle behind the process is linked to accountability, as well as a commitment to improve the quality and relevance of support provided, and related services. UNHCR increasingly uses Cash-Based Interventions (CBIs) as a preferred modality for delivering assistance, offering greater dignity and choice to forcibly displaced and stateless persons in line with UNHCR's core protection mandate. Afghanistan - Rapid Household Assessments - 2024

Following the change in authority in Afghanistan on 15 August 2021 and the resulting declaration of a Level 3 emergency, UNHCR introduced a rapid assessment methodology to quickly assess humanitarian and protection needs throughout the country as part of scale-up by UNHCR to respond to the unfolding crisis - an effort that continued throughout 2024. The Rapid Household Assessments (RHAF) covers all 34 provinces.

Bangladesh - WASH Knowledge, Attitudes, and Practices Survey - 2024

Since August 2017, the arrival of Rohingya refugees in Cox’s Bazar District has significantly increased the refugee population in Bangladesh. One of the ongoing challenges in this protracted crisis is ensuring access to water, sanitation, and hygiene (WASH) services that meet minimum sector standards. As the response shifts from emergency to post-emergency, continuous monitoring of WASH services is essential for quality assurance, timely identification of gaps, and evidence-based decision-making. To this end, UNHCR has conducted annual WASH Knowledge, Attitudes, and Practices (KAP) surveys in Cox’s Bazar since 2018. The 2024 round continues this effort, assessing refugee households’ understanding of and access to WASH services, satisfaction with current provision, and perceived challenges. Data were collected through face-to-face interviews with Rohingya refugee households between October and November 2024. The anonymized dataset provides insights into key WASH indicators and supports operational planning, accountability, and improvements in humanitarian response.

FAO EVE Global Flood Monitoring System

The DIEM Events Visualization in Emergencies (EVE) system provides resources to enhance the understanding of flood events and their impact on different land cover types, with a particular focus on agricultural areas. EVE provides a flood persistence analysis as well as an estimation of the population exposed to such events. EVE utilizes satellite-derived data from the NOAA Visible Infrared Imaging Radiometer Suite (VIIRS) at a 375-meter resolution, alongside land cover data from the European Space Agency’s WorldCover 10m 2021 dataset. Covering approximately 40 countries, the system offers daily and biweekly insights, providing a continuously updated view of flood dynamics and their effects. Access the [FAO EVE user guide](https://data-in-emergencies.fao.org/documents/3335ee769a4e45708e27d2ee25d13bef/about) to learn more. The platform presents results through interactive maps, charts, and tables, supporting decision-making in disaster management, agricultural planning, and environmental monitoring. Most resources are publicly accessible, though downloading aggregated data at the admin2 level requires a [DIEM account](https://hqfao.maps.arcgis.com/sharing/rest/oauth2/signup?client_id…
