Trump administration to ease limits on tax‑exempt dyed diesel to lower fuel costs
【Trump administration to ease limits on tax‑exempt dyed diesel to lower fuel costs】Sources say the Trump administration will on Monday unveil plans to relax restrictions on use of tax‑exempt red‑dyed diesel, potentially allowing broader use including on‑road vehicles. Red‑dyed diesel is exempt from the US federal 24¢/gal excise tax; any expansion of permitted uses would likely flow through quickly to lower retail diesel prices. Diesel has jumped after refining and shipping disruptions linked to Russia and Middle East conflicts; AAA data show US retail diesel averaged $6.32/gal as of Sunday, well above $3.76/gal in February. Higher diesel costs have pressured farmers, truckers and logistics sectors; the move appears aimed at cutting fuel costs ahead of November midterms.

【French fiscal concerns weigh on euro; Credit Agricole CIB turns more positive on pound】Credit Agricole CIB's global FX chief Andreas Koenig said the firm has become more positive on the pound over the past month, citing market worries about French fiscal strength that have pressured the euro. Sterling rose more than 1% versus the euro last week, its largest weekly gain since March, after heavy selling in French sovereign bonds amid doubts over Paris's ability to trim the deficit. Koenig added that technicals and prior negative sentiment toward the UK — including budget and political uncertainty — mean signs of fiscal prudence from politicians would be relatively supportive for the pound, which has gained momentum as the euro weakens.

Iraq to lease tankers to tighten control over Strait of Hormuz shipments
【Iraq to lease tankers to tighten control over Strait of Hormuz shipments】Iraq plans to charter additional oil tankers, with at least two expected to be in place within days, to strengthen control of shipments through the contested Strait of Hormuz. State-owned Iraq Tankers Company intends to hire at least one VLCC and one Suezmax and will reissue tenders to lease more vessels. The move marks a policy shift: Iraq currently has no national fleet and has sold crude at deep discounts to entice buyers willing to send ships into the Gulf. Domestic firms have already bought at least two VLCCs, one reportedly for about $200m last month — a record price for vessels of that class. Leases are expected to run through year-end.

CITIC Securities: October outlook — earnings enter verification phase as overseas liquidity pressure eases marginally
【CITIC Securities: October outlook — earnings enter verification phase as overseas liquidity pressure eases marginally】CITIC Securities says A-share market pulled back in September as tighter overseas liquidity and valuation digestion in prior outperformers hit prices; growth and resource sectors retraced most, while property, pharmaceuticals and banks outperformed from low bases. For October, overseas liquidity pressure has eased marginally and the market enters a dense 3Q earnings disclosure window, increasing the importance of fundamentals verification. CITIC expects 3Q tech earnings to sustain high growth; earnings revisions also look constructive for commodities, pharmaceuticals and non-bank financials. High-frequency indicators show continued strength in AI hardware, firm energy prices and a mid‑term supply‑demand case for industrial metals. After September’s correction, valuations in some high‑cycle sectors have eased; recommended allocations emphasize AI hardware with high earnings visibility, supply‑constrained and profit‑improving industrial metals, coal, oil & gas and basic chemicals, trend‑improving innovative drugs, and low‑valuation securities and insurance stocks with earnings recovery.

【US business activity fastest in over five years; growth accelerates amid rising inflation】S&P Global Market Intelligence chief business economist Chris Williamson said September US business activity rose at the fastest pace in over five years as stronger demand and improved business confidence pushed output expansion to a five-year high. Robust services expansion, together with an equally strong manufacturing PMI, points to roughly 4% GDP growth in Q3 and suggests economic momentum is strengthening into early Q4. Tech firms reported their fastest growth in nearly four years, citing an AI boost; consumer-facing, healthcare, alcohol, real estate and financial services sectors also saw acceleration. Input-cost inflation climbed in September to its highest level in nearly four years, with rising fuel costs lifting cost pressure and firms accelerating price increases, indicating inflation may remain above the Fed’s 2% target.

South African petrol to hit record high as oil shock raises inflation and rate risk
【South African petrol to hit record high as oil shock raises inflation and rate risk】South African petrol prices will hit record highs as an oil-price shock from the Iran war feeds into the government’s monthly fuel-price adjustments. Gauteng 95-octane petrol will rise 3.33 rand per litre (about $0.20) to 30.25 rand/litre on Oct. 7, a 12% increase, the Department of Mineral Resources and Energy said in an emailed statement. Wholesale diesel will increase by up to 3.24 rand/litre. The move adds to upward pressure on global fuel prices and will disproportionately affect African households given high reliance on road transport. Fuel-driven price rises have pushed South African CPI to 4.4% since the war began in late February, prompting two rate hikes by the South African Reserve Bank so far this year, and could increase pressure on the bank to tighten further to defend its 3% inflation target.

Raw sugar futures hit near two-year high as global supply concerns intensify
【Raw sugar futures hit near two-year high as global supply concerns intensify】Raw sugar futures extended gains as weather and production worries in major producers raised fears of a tighter global supply. New York most‑active raw sugar futures rose as much as 2% to the highest level since Dec. 17, 2024, after nearly an 8% advance last week; white sugar futures also climbed. El Niño is increasing crop risk, with sugarcane likely among the earliest affected. Heavy rain in Brazil has slowed cane harvesting and crushing, while India, facing its weakest monsoon since 2015, is expected to see lower sugar output. EU agricultural monitors project EU sugar‑beet production below the five‑year average. Markets had priced a global supply surplus at the start of the year, but weather risk is shifting that outlook. IG chief market analyst Chris Beauchamp: "Weather concerns are driving recent sugar gains; prices may test August highs."

France, Germany push EU to shield exporters as rising carbon costs risk relocation
【France, Germany push EU to shield exporters as rising carbon costs risk relocation】France and Germany will press the European Commission for EU-level measures to prevent industrial relocation after tighter climate rules, according to a document. Spain, Italy and other major economies are expected to support the initiative. Over the next decade the EU will progressively phase out free allowances under the emissions trading system, forcing high-emitting sectors to pay for CO2. The EU is simultaneously implementing a carbon border adjustment mechanism (CBAM) to charge imports for embedded carbon, but the document warns exporters are not yet adequately protected. It says that without compensatory measures rising carbon costs for EU producers would weaken their competitiveness in third-country markets and could cause carbon leakage, requiring an EU-level solution.

Indian wind slump deepens power shortage, raises strain on coal fleet
【Indian wind slump deepens power shortage, raises strain on coal fleet】A sharp drop in Indian wind generation has worsened electricity shortages and increased pressure on coal-fired plants. Monsoon-linked declines in hydro output had already tightened supply; weaker wind — plus falling coal output — widened post-sunset shortfalls over the past week despite only moderate demand. India’s power ministry said about 32 GW of thermal capacity was offline on Sept. 30, roughly half due to unplanned outages, reflecting routine maintenance deferred from summer. By comparison, on May 22 nighttime demand hit a record 253.3 GW with a deficit of just 1.1 GW because roughly 23 GW of wind and 184 GW of coal were available. S.R. Narasimhan, former head of India’s grid operator, noted wind usually weakens from late September, coal plants have limited operating headroom, and urged rapid expansion of energy storage capacity.

September Turkish fund outflows pushed bank deposits higher, BofA says
【September Turkish fund outflows pushed bank deposits higher, BofA says】BofA Securities says a large portion of September’s Turkey fund sell-off flowed into bank deposits. BofA economist Hande Kucuk reports Tefas, the Turkish electronic fund trading platform, saw net redemptions of about 743 billion lira (roughly $15bn) in September. The Tefas figure covers the full mutual fund universe through Sept. 16; 131 funds were later excluded after regulator-ordered liquidations. Between Sept. 1–29 bank deposits rose about 950 billion lira, with corporate deposits up roughly 884 billion; 63% of the corporate inflow was lira and 37% foreign-currency, broadly matching recent dollarization trends. The September fund-market shock drained hundreds of billions of lira from investment funds and raised concerns about rising dollarization that could threaten exchange-rate stability—important to Turkey’s strategy for fighting inflation—though Kucuk says dollarization in September remained within a manageable range. BofA expects residents’ foreign-currency-linked assets to have increased by about $1.7bn.

Greece budget surplus exceeds forecasts; growth and debt outlook improve
【Greece budget surplus exceeds forecasts; growth and debt outlook improve】Greece says this year’s budget surplus will exceed prior estimates as it submitted a fiscal plan to parliament. The government forecasts GDP growth of 2.0% in 2026, accelerating to 2.3% in 2027. The plan projects a 2026 budget surplus of 0.6% of GDP, up from an earlier 0.3% target, and a 2027 surplus of 0.3% — marking a third consecutive year of surplus. Greece is one of four European countries expected to post a surplus this year; improved public finances have pushed Greek borrowing costs below those of France and Italy. MOODY'S raised Greece’s outlook to positive in September and Scope Ratings upgraded the sovereign to within one notch of A. The surplus will allow early repayment of about €13.0 bln of debt, cutting the debt ratio to 136.7% of GDP this year and to 128.8% by 2027, which would leave Italy with the highest debt-to-GDP in Europe.

UK job cuts hit 24 months, longest slump since early 2000s; services layoffs ease
【UK job cuts hit 24 months, longest slump since early 2000s; services layoffs ease】S&P Global PMI shows firms cut staff for a 24th consecutive month, marking the longest UK employment slump since the early 2000s and exceeding the post-GFC downturn. Signs of easing: services-sector layoffs fell to a near one-year low, and official unemployment remains well below post-GFC levels. The readings complicate the government's position ahead of this month's budget. Energy shocks and potential AI-related reductions in labour demand could further suppress hiring. Since the Labour government returned in 2024 and raised payroll taxes and the minimum wage, firms have been trimming headcount. Tim Moore, head of economics at S&P Global Market Intelligence, said weak demand and rising inflation have weakened firms' activity expectations over the year ahead, though hiring demand has been stronger than expected and appears to have helped the labour market edge out of the slump in recent months.

UK gas plant retirements may be delayed; will support grid over next decade
【UK gas plant retirements may be delayed; will support grid over next decade】Scottish utility SSE now expects most of its gas-fired units to remain operational into the mid-2030s, a change from earlier guidance that three large plants would reach end-of-life by the end of this decade, CEO Martin Pibworth said. Many UK gas plants were built in the late 1990s and operators face rising maintenance costs. The shift underscores the challenge of keeping supply reliable as wind and solar expand and the system relies more on intermittent generation; batteries and demand-side response are scaling but remain slower to start than gas. "I expect most of our gas plants to continue running into the mid-2030s because the power system does need that flexibility, but future utilization will fall sharply," Pibworth said.

Economist: UK services growth slows; firms' confidence for next year weakens
【Economist: UK services growth slows; firms' confidence for next year weakens】S&P Global Market Intelligence chief economist Tim Moore said UK services output expanded modestly in September but at a slower pace than in August. Weak demand and rising inf have damped firms' business expectations for the year ahead. New orders rose only marginally in September, the weakest pace in three months. Firms cited geopolitical tensions, tighter household budgets and higher borrowing costs as headwinds to sales. Tech services demand remained resilient. Some firms continue layoffs and cost-cutting; services employment has fallen for a second consecutive year, though the reduction in jobs in September was the smallest since October 2025. Hiring demand exceeded available labour supply, helping to underpin the jobs market. Middle East conflict-driven fuel price spikes pushed input-cost inf higher in September, prompting services firms to raise prices at the fastest pace since May and heightening concern about an economic slowdown around mid-2026.

Energy shock resurgence elevates inf risk; ECB says policy should stay moderate
【Energy shock resurgence elevates inf risk; ECB says policy should stay moderate】ECB chief economist Lane said the bank should pursue a moderate policy response while assessing second‑round effects from the renewed energy shock. Oil and gas prices spiked after the Iran war and the euro area has shown stronger‑than‑expected resilience. New energy‑price pressure raises upside inf risk and could weigh on growth; the ECB must judge whether the second‑round shock will hit activity and inf dynamics more strongly than the first. Monetary policy remains on a middle path; two rate hikes to date are intended to secure medium‑term disinflation toward the 2% target. Lane and other policymakers say energy‑cost increases have not yet altered inf expectations but remain vigilant; economists and markets expect further tightening.

Eurozone services accelerate, lifting rate‑hike expectations
【Eurozone services accelerate, lifting rate‑hike expectations】Chris Williamson, chief business economist at S&P Global Market Intelligence, said eurozone services growth in September was the fastest since last November, with the PMI composite implying about 0.4% QoQ expansion and likely further growth into Q4. Germany and France returned to services expansion for the first time since March; Italy posted a fourth consecutive month of expansion and Spain its strongest growth in four months, with overall activity at a five‑year high. Survey input‑price inflation rose to 4%, suggesting inflation is moving toward the ECB’s 2% target ceiling and increasing pressure for more aggressive ECB tightening.

Economist: Signs of German services recovery strengthen; energy-driven inflationary pressure persists
【Economist: Signs of German services recovery strengthen; energy-driven inflationary pressure persists】S&P Global Market Intelligence deputy head of economics Phil Smith said September’s rebound in German business activity reinforces preliminary signs of services-sector recovery seen over recent months. Continued improvement in new orders signals stronger corporate resilience, with September marking the most marked expansion since November. The recovery is notable amid a re-acceleration of energy-related input-cost inflation in the past month: services input-cost inflation in September rose to levels comparable with April’s spike when oil first surged. A fuel-tax cut at the start of October is expected to slow the pace of inflation increases, offering some relief to firms and consumers.

U.S.-India trade talks stall; deal prospects dim
【U.S.-India trade talks stall; deal prospects dim】Senior U.S. and Indian officials say bilateral trade negotiations have stalled and the odds of reaching a deal are falling. Indian finance minister Nirmala Sitharaman said on Monday at the Munich Security Conference the talks have 'reached a plateau' and further concessions by either side would be very difficult; USTR Greer said on Friday talks were in a final phase but not 'imminent'. Both sides agreed a temporary pact earlier this year and have continued negotiating; India is seeking U.S. guarantees of preferential tariff treatment versus other countries and protection from future punitive measures after any agreement.

Bundesbank president: rising sovereign debt increases case for central banks to boost gold reserves
【Bundesbank president: rising sovereign debt increases case for central banks to boost gold reserves】Bundesbank President Nagel said on Monday that rising government debt levels strengthen the case for central banks to increase gold holdings. He noted recent rises in global government bond yields have made bonds relatively more attractive, but mounting debt heightens credit-risk concerns for those assets and geopolitical risk could influence reserve management. Germany holds the world’s second-largest gold stock but its holdings have been largely unchanged while other central banks have stepped up purchases, a trend accelerated by the Russia-Ukraine conflict and broad US financial sanctions. Growing market concern about rising US debt has increased expectations that central banks may reduce dollar exposure and expand gold reserves.

【FOXCONN revenue up 47% as AI infrastructure spending stays elevated】FOXCONN, a NVIDIA server-assembly partner, reported better-than-expected revenue for the quarter to Sept of NT$3.03 tln (US$95.4 bln), up 47% YoY versus analysts' NT$2.83 tln consensus. The beat, following Micron's upbeat guidance last week, signals continued strength in global AI infrastructure capex. OpenAI CEO Sam Altman and Anthropic CEO Dario Amodei have recently called for a slowdown in advanced AI development to keep systems under human control. FOXCONN said it has benefited from cloud infrastructure buildouts over the past two years; investors view its sales as a gauge of AI-sector health amid concerns over excess capacity, rising debt and regulatory headwinds. 【Economist: French demand still weak; energy-driven inf pressure rising】S&P Global Market Intelligence senior chief economist Joe Hayes said survey data show France’s underlying demand remains fragile and a pullback is possible after August’s extreme surge in business activity. Firms accelerating price increases indicate they retain pricing power. With the Middle East conflict ongoing and global energy costs elevated, the risk of energy-cost pass-through to broader parts of the economy is rising, lifting energy-driven inf pressure.

【LNG shipments via Strait of Hormuz rise; supply tightness may ease】Bloomberg and Kpler ship-tracking data show LNG flows through the Strait of Hormuz have continued to recover since September; at least three cargoes transited the strait since last weekend. September volumes were the highest since the Iran conflict erupted in late February, but remain more than 75% below pre-conflict levels. Producer countries are working to restore exports to customers facing tight supplies; markets are watching flows for signs of relief after last month’s shortages pushed European and Asian gas prices to their highest since end-2022. A sustained recovery could ease price pressure ahead of northern-hemisphere winter heating demand, but transit risks remain elevated after a string of incidents—UK Maritime Trade Operations (UKMTO) reported a tanker struck by an unknown object in the Strait of Hormuz on Oct. 4.

Chicago most‑active wheat futures jumped as much as 1% on Monday before trimming gains; the contract is on its longest winning streak in a month. Russia said it will intensify strikes on Ukrainian infrastructure. Black Sea wheat supplies have been heavily constrained since July; further escalation could undermine Turkey’s efforts to protect shipments. CRM AgriCommodities said Turkey-led mediation could eventually restore flows but may take months; progress would remove the risk premium, while continued supply disruption would keep supporting prices.

A decade-plus downturn reflects higher transaction taxes alongside political and economic shocks. Tax measures since 2014 — beginning with George Osborne's stamp duty reforms and followed by additional levies on landlords, second-home buyers, overseas buyers and corporate purchasers — have materially depressed high-end transactions. Savills head of residential research Lucian Cook says the market currently lacks stimulus to spark a recovery.

European defence startups hit record fundraising; U.S. investors top local backers for first time
【European defence startups hit record fundraising; U.S. investors top local backers for first time】European defence startups have raised a record $7.4 bln year-to-date, with U.S. investors providing more capital than local backers for the first time, Dealroom and Resilience Media said on Monday. The YTD total is nearly three times the full-year 2025 total. Rising perceived threats from Russia and higher European defence budgets are driving rapid growth in the sector and spawning companies focused on drones, spy satellites and other battlefield technologies, intensifying competition for traditional defence contractors. Some European officials have expressed concern about foreign capital entering the sector; founders say weak domestic capital markets and restrictions on weapons investment have forced them to seek funding abroad.

US deploys USS Theodore Roosevelt carrier group to Middle East; expert warns stalemate with Iran keeps regional risk elevated
【US deploys USS Theodore Roosevelt carrier group to Middle East; expert warns stalemate with Iran keeps regional risk elevated】US is increasing forces in the Middle East, deploying the USS Theodore Roosevelt carrier strike group, multiple amphibious vessels and several thousand Marines, sources say. Middle East specialist Wang Jin said the Roosevelt group's arrival could presage a new round of US military action against Iran. Based on current sailing schedules the strike group could reach the region in late October, potentially raising pressure ahead of the US midterm elections. Wang noted that since Feb. 28 any new carrier group's arrival — whether a rotation or reinforcement — has signaled the prospect of fresh strikes on Iran. He added that a strategic stalemate remains: both sides are entrenched on Strait of Hormuz transit and differ sharply over Iran's nuclear and regional security issues, making it unlikely a single large-scale operation would compel concessions. As a result, the stalemate is expected to persist and regional risk is likely to rise.

【China bulk commodity price index rises 4.1% MoM in September】The China Federation of Logistics & Purchasing said on Oct. 5 its China bulk commodity price index rose 4.1% month-on-month in September. CFLP attributed the rise to the traditional production/construction seasonal peak, acceleration of major projects and improving manufacturing output and market demand, with international price swings and tighter supply for some commodities adding cost pressure. CFLP said stabilizing the market’s improvement requires enhanced monitoring and risk prevention in key commodity markets, stable supply of major energy and resources, and faster progress on industry-chain risk-sharing and new benefit-linkage mechanisms to strengthen risk mitigation and help underpin stable Q4 economic performance.

【US withdraws all B-1 bombers from RAF Fairford after suspected terror threat】The Wall Street Journal reports US officials said on Sunday all B-1 bombers were pulled from RAF Fairford amid concerns the base could be targeted in a terror attack. The PENTAGON said operational-security constraints previously prevented real-time confirmation of force movements but now confirms all US bombers that had been at Fairford—12 aircraft prior to the withdrawal—have returned to US home stations and retain the capability to conduct global strikes from the United States. The pullback followed UK arrests of six suspects accused of plotting an attack on the base; US and UK officials said a suspected plot was foiled last Sunday and the UK prime minister said there are strong indications of Iranian involvement, though the suspects were later released on bail and investigations continue.

The injured captain forced the cockpit door open and foiled the attempt, sources said. Hammami said the plot predated his hiring: he researched carriers operating flights to Tel Aviv, sought employment with them and was ultimately hired by the Dubai airline.
